										<content:encoded><![CDATA[<p>Forty-five HDB blocks in Punggol will be fitted with solar panels by the middle of next year, in Singapore&#8217;s first solar leasing project.</p>
<p>The solar power generated panels will be used to power services in common areas such as lift operations, corridor and staircase lightings, and water pumps.</p>
<p>This makes up 10 per cent of total block usuage.</p>
<p>Private company Sunseap Enterprises will finance the design, maintenance and installation of the two mega-watt peak solar system.</p>
<p>HDB will cover 30 per cent of the start up costs at S$3.28 million, while the remaining costs will be covered by Pasir Ris-Punggol Town Council&#8217;s monthly payment for solar power, over the next 20 years.</p>
<p>But this will be lower than what the council usually pays for electricity because the price of solar power is at a 1 per cent discount from Sunseap Enterprises.</p>
<p>&#8220;At the moment, solar power generation is still likely to be more expensive than generation of energy from the usual power plants. But in time to come we envisage if we can do more of solar power generation, the cost is likely to come down,&#8221; said Dr Cheong Koon Hean, CEO of HDB.</p>

										<content:encoded><![CDATA[<p>The HDB Build-to-Order (BTO) project in Punggol, Waterway Terraces, is proving a big draw for home buyers.</p>
<p>With hours to go before applications close, some 5,422 home buyers have indicated their interest to own one of the five-room units available.</p>
<p>That&#8217;s close to 18 times the number of such units on offer.</p>
<p>Demand was also high for the four-room units.</p>
<p>Close to 6,900 applications have been received so far &#8211; more than 11 times the 588 available units.</p>
<p>Three-room flats were also popular with home buyers.</p>
<p>Some 970 applications were received for the 178 units available.</p>
<p>The project is Singapore&#8217;s first public waterfront housing, consisting of 1,072 premium flats with eco-friendly designs and features such as rain gardens and solar power.</p>
<p>The development will be ready in the first quarter of 2015.</p>
<p>Two other BTO projects were launched in Sengkang &#8211; Rivervale Arc and Fernvale Foliage &#8211; at the same time.</p>
<p>These, however, were less well-received.</p>
<p>Some 3,120 applications were received for the 1,624 two-, three-, four- and five-room flats available.</p>

<p>As of Tuesday evening, the 5-room units saw 12 times the number of applicants.</p>
<p>The smaller units are also favoured, with 4-room units in demand at a ratio of 9 applicants to 1 unit.</p>
<p>With the closing deadline looming next Tuesday, analysts said applications for the bigger flats will keep streaming in.</p>
<p>They are expecting a hundred per cent increase for the 4- and 5-room units.</p>

<p>Senior Minister of State for National Development, Grace Fu, said as of June 1, HDB has completed almost 18,000 residential units in Punggol.</p>
<p>Another 9,400 are under construction.</p>
<p>Subject to demand, HDB is on track to complete 35,000 flats by the end of 2015.</p>
<p>This will make Punggol similar in size to Toa Payoh.</p>
<p>Ms Fu was speaking at the Punggol, Remaking our Heartlands Exhibition at HDB Hub.</p>
<p>She said as Punggol&#8217;s population attains critical mass, new facilities can and will come on board.</p>
<p>The first mixed commercial-cum-residential development site at the Town Centre will be launched in the second-half of this year.</p>
<p>And a premium HDB project will be launched later this month, boasting waterfront living an eco-friendly features.</p>
<p>Ms Fu stressed that it&#8217;s also important for a new town like Punggol, to foster its identity by heightening awareness of its rich heritage, which dates back to the early days of Singapore.</p>
<p>Grassroots leaders are working together with government agencies to develop educational panels along the Punggol Waterway, highlighting various aspects of Punggol&#8217;s developments, both past and present.</p>
<p>For example, the panels along the Heartwave Wall, near Punggol MRT station, will depict the story of Punggol&#8217;s evolution and its significant development milestones.</p>
<p>The Heritage Trail along Punggol Road will showcase the history of the road, together with a focus on the flora and fauna of old and present Punggol.</p>

<p>Solar panels will also be introduced to offset electrical consumption at the common areas.</p>
<p>The premium housing project targets a niche group of buyers who are prepared to pay more for its signature attributes &#8211; prime location, groundbreaking design with vantage views and eco-friendly features.</p>
<p>This was revealed by Senior Minister of State for National Development Grace Fu when she launched the Punggol, Remaking our Heartlands Exhibition at HDB Hub.</p>
<p>She said two other BTO projects will also be launched in Sengkang, providing choices for flat buyers with different budgets and preferences.</p>

										<content:encoded><![CDATA[<p>ANOTHER 1,429 flats will be up for grabs in fast-developing Punggol after the HDB launched two new build-to-order (BTO) projects yesterday.</p>
<p>The developments &#8211; Punggol Emerald and Punggol Waves &#8211; will deliver 188 studio apartments, 201 three-room units, 609 four-room units and 431 five-room units to eager home buyers.</p>
<p>Yesterday&#8217;s launches are part of a broader HDB plan to launch 12,000 flats in the first three quarters of this year amid strong buyer demand.  In the first four months of the year, 5,082 flats have been offered.  A further 1,100 BTO units will be launched in Yishun and Jurong West next month.</p>
<p>More future launches have been earmarked for estates such as Bukit Panjang, Sengkang and Woodlands.  Construction of BTO projects is triggered once a certain level of sales has been achieved.</p>
<p>Punggol Emerald &#8211; located at the junction of Punggol Way and Punggol Central &#8211; will boast 188 studio apartments, 96 three-roomers, 350 four-roomers and 222 five-roomers.</p>
<p>Punggol Waves, located in Punggol Walk and south of the future Punggol Town Centre, will consist of 105 three-room flats, 259 four-room flats and 209 five-room flats.</p>
<p>Three-roomers of 65 sq m area at Punggol Emerald are priced at $166,000 to $200,000 while those at Punggol Waves will go for $150,000 to $186,000.</p>
<p>Four-room flats of 90 sq m area in Punggol Emerald are going for $262,000 to $323,000 while those at Punggol Waves will cost $243,000 to $301,000.</p>
<p>Five-roomers of 110 sq m area will cost between $333,000 and $403,000 at Punggol Emerald and between $330,000 and $385,000 at Punggol Waves.</p>
<p>Studio apartments at Punggol Emerald ranging from 35 to 45 sq m will cost $73,000 to $102,000.</p>
<p>Both developments will incorporate eco-friendly features to achieve energy efficiency, environmental protection and other green features, such as a secondary roof system to reduce heat, as part of plans to develop Punggol as an eco-town, HDB said.</p>
<p>It added that the BTO supply will also be supplemented by flats under the Design, Build and Sell Scheme, with the tender of a Yishun site closing on May 18 expected to yield about 700 units.</p>
<p>Ngee Ann Polytechnic real estate lecturer Nicholas Mak said both projects will probably be oversubscribed, with demand among home buyers still strong.</p>
<p>&#8216;Although it is not as popular as the mature estates, Punggol as a new town is growing in popularity.&#8217;  He added, however, that Punggol Waves was next to the Tampines Expressway and might therefore attract a lower subscription rate than Punggol Emerald.</p>
<p>Applications for the new BTO flats can be made online at www.hdb.gov.sg until May 3.</p>

<p>Both Punggol Emerald and Punggol Waves will have eco-friendly features, allowing them to qualify for Green Mark certification. This is part of HDB&#8217;s plans to develop Punggol as an eco-town.</p>
<p>These features will boost energy efficiency and indoor environment quality. The estates will also be built using precast construction methods to reduce wastage.</p>
<p>Applications for flats at Punggol Emerald and Punggol Waves will close on May 3.</p>
<p>Including units from the latest two projects in Punggol, HDB would have offered 5,082 new BTO flats in the first four months of this year. Home seekers can look forward to another 1,100 BTO flats in Yishun and Jurong West next month.</p>
<p>From May to September, HDB will launch 7,400 BTO flats, bringing the total number of flats introduced in the first three quarters of the year to about 12,000.</p>
<p>More flats are in the pipeline through the Design, Build and Sell scheme &#8211; a site in Yishun which can yield around 700 units is currently up for tender.</p>

										<content:encoded><![CDATA[<p>Two new Built-To-Order (BTO) projects have been launched in Punggol Town making 1,429 government flats available.</p>
<p>In addition, the Housing and Development Board said it will launch another 7,400 BTO flats from May to September 2010, bringing the total number of flats launched in the first three quarters of 2010 to about 12,000.</p>
<p>It said the upcoming projects will have a good geographical spread, covering areas such as Bukit Panjang, Jurong West, Sengkang, Yishun and Woodlands.</p>
<p>As for the latest BTO projects, Punggol Emerald and Punggol Waves, these feature Studio Apartments along with three, four, and five-room flats catering mainly to first-timer home owners.</p>
<p>The Housing and Development Board said in a news release Tuesday that Punggol Emerald, located at the junction of Punggol Way and Punggol Central, will have 856 standard flats.</p>
<p>This will comprise 188 units of Studio Apartments, 96 units of 3-room, 350 units of 4-room and 222 units of 5-room flats, with a mini-mart and shop included as part of the development.</p>
<p>The Studio Apartments at Punggol Emerald will be priced from $73,000 while the 3-5 room flats will be priced from $166,000 for a 3-room unit to $333,000 for a 5-room flat.</p>
<p>As for Punggol Waves, it will be located south of the future Punggol Town Centre and along Punggol Walk.</p>
<p>The development will feature 573 units, comprising 105 units of 3-room,<br />
259 units of 4-room and 209 units of 5-room flats, along with a Student Care Centre.</p>
<p>The 3-room flats will be priced from $150,000 while a 5-room unit will cost from $330,000.</p>
<p>The HDB said that to keep public housing affordable for first-time homebuyers, new flats are priced below equivalent market prices based on the prices of resale flats in the area, as well as factors such as location, project design and prevailing market conditions.</p>
<p>The purchase of the Punggol BTO flats will come under the new conditions set in March 2010, to reinforce the privileges of citizenship.</p>
<p>So first-time buyers in a household comprising a Singapore Citizen and a Singapore Permanent Resident will have to pay a $10,000 premium on top of HDB’s selling price.</p>
<p>This covers the $10,000 housing subsidy that&#8217;s withheld for the of a new HDB flat or a resale flat with the CPF Housing Grant, and will be restored should the Singapore Permanent Resident family member take up citizenship or if the couple has a Singapore Citizen child while still in ownership of that flat.</p>

<p>THE Housing &amp; Development Board (HDB) yesterday launched new build-to- order (BTO) projects at Punggol with a total of 1,078 flats.</p>
<p>And four more BTO projects &#8211; with 2,700 flats in all &#8211; can be expected next month in Bukit Panjang, Sembawang and Dawson.</p>
<p>Including the two latest Punggol projects &#8211; Punggol Sails and Punggol Ripples &#8211; HDB has offered about 10,800 flats under BTO and other exercises so far this year. Last month HDB announced plans to ramp up the supply of new flats to meet increased demand for public housing.</p>
<p>HDB also said that with effect from this BTO exercise, 95 per cent of the supply of two, three, four and five-room flats will be set aside for first-timers.</p>
<p>&#8216;This will give greater priority to first-timers, who generally have more urgent housing needs than second-timers,&#8217; it said.</p>
<p>Punggol Sails and Punggol Ripples will have 130 studio apartments and 436 three-room, 403 four-room and 109 five-room flats.</p>
<p>Studio apartments will be priced from $65,000 to $92,000; three-room flats will sell for $158,000 to $185,000; four-room flats for $249,000 to $305,000; and five-room flats for $332,000 to $377,000.</p>
<p>PropNex chief executive Mohamed Ismail expects strong interest in the new projects.</p>
<p>&#8216;Plans are already underway to construct the 4.9km Punggol Promenade linking the estate&#8217;s two activity clusters,&#8217; he said. &#8216;As part of the Punggol 21 Master Plan, this will enliven the area and increase the value of homes there.&#8217;</p>
<p>He expects the two BTO projects to be at least five times subscribed on the back of the increasing HDB resale price index.</p>
<p>BTO projects are typically cheaper than resale flats. The typical selling prices of new units are 10-20 per cent cheaper than those of comparable resale units in the area, Mr Ismail said.</p>
<p>HDB expects first-time flat buyers will need to use 23-27 per cent of their monthly household income to meet their monthly loan commitments for these two projects.</p>
<p>The agency says this is well below the 30 per cent international benchmark for affordable housing.</p>

<p>The latest pair of BTO projects named Punggol Sails and Punggol Ripples offer a total of 1,078 standard flats.</p>
<p>The units will be located along Punggol Field and will be served by the Punggol MRT, LRT stations, bus interchange, and the future Punggol Town Centre with shops, a childcare centre, as well as primary and secondary schools in the area.</p>
<p>They comprise of 130 units of Studio Apartments, 436 units of 3-room, 403 units of 4-room and 109 units of 5-room flats.</p>
<p>The Punggol BTO units will be priced between $65,000 and $92,000 for a Studio Apartment, and $332,000 to $377,000 for a 5-room flat.</p>
<p>The Housing and Development Board said in its news release that most of the latest BTO flats, except for the Studio units, will be set aside for first-time applicants as they generally have more urgent housing needs.</p>
<p>It adds that in addition to a market subsidy on the selling price, eligible<br />
first-timers with an average monthly household income of $5,000 or less may also apply for the Additional CPF Housing Grant (AHG) of up to $40,000 which can be used to offset the initial down-payment.</p>
<p>This leaves first-time flat buyers using between 23 and 27 percent of their monthly household to service their monthly mortgage commitment, which the HDB says is well below the 30 percent international benchmark for affordable housing.</p>
